Mr. Whitelaw Reid to Sir Edward Grey.--(Received July 10.)

My dear Sir Edward,
I AM sending to-day another copy of Mr. Phillips's note to Sir Francis Campbell, You will see that it says the statement from Mr. Knox that my opinions, as expressed in the interview with Sir Francis, have the entire approval of the department.
In other communications Mr. Knox advises me that he "does not see how article 16, providing for the continuation or completion of specific enterprises initiated under the loan contract, can be construed as creating a monopoly to which in principle this Government, with those of Great Britain and France, is opposed. Similar provisions are contained in articles 15 and 19 of the Hukuang Loan Agreement and in southern loan contracts with China.”
He also says to me that article 16 should be read in connection with section C under article 8.
This would really seem to cover the whole point raised by our Russian and Japanese friends.
